Steering gearbox play - How much is normal?

A while back, someone here presented a pretty compelling theory as to why the quality on certain reman parts like steering gears gets worse over time. Basically, his theory was that the good ones remain on the vehicles out in the world. The bad ones get sent back to the factory, torn down, and reused to build new remans. This leads to a situation where all the good components dwindle (because they don't come back), and what remains is more and more compromised components that they use to rebuild parts with.
I have no idea if it is true, but I thought it seemed pretty logical.

I can see that being a logical thought process....but still doesn't make it right for reman companies to NOT fix what is wrong with the part when it comes in. That's the whole point of a reman in the first place... with any part. And that's for it to go back out the door in the same functioning condition as a new part. Only difference in the price is (should be) that it's a lower cost to fix/replace worn internal parts than it is to manufacture the entire part, housing and so forth from complete scratch.
But since no one seems to be holding those companies accountable for the quality they produce, they just sit on their hands and do it the cheapest, worst way possible.
Hell.. after I had mine done.... I literally saw 2 more remans, still in the box straight from the manufacturer that had the internal fluid literally pouring out of the housing in the sealed bags they were in. They had literally just shot a coat of paint on them and shipped them back out as a reman. I was seriously like WTF!?!?
