starting question
So I saw this 91 two door on Craigslist the guy said it will not start and he doesn't know what it is. I am interested in buying it and am curious to all the things it could be

Could be about a thousand things. Way too much to get into here without more details.
Buying a vehicle that doesn't run means the price needs to reflect that.
If this were simple, the seller would most likely fix it.
Factor in a complete engine replacement into your numbers. If it is something simple, then you will be pleasantly surprised.
If he is asking $550, he will take $350.

I've bought two that didn't run, one for $150 the other for $125. I drive the first one daily, just got the second one haven't worked on it yet. Coach
