When I start the XJ it takes 15 to 20 seconds or more to start. If I let off and try again it starts right away on the second try. And now i have noticed a sputter when I take off. Any ideas?

Try turning your key in the on position before you crank it over, this way the fuel is already primed by the pump before ignition.

check fuel pressure and you may find a weak fuel pump or faulty fuel pressure regulator

It does take 4 seperate pulses from the CPS before the ECU lets the injectors have any power to open. This is to allow time for the pressure build up in the fuel system. Thus as said above the fuel pressure check may be in order.
