So It was having issues with old battery and again the same issues with new battery? If It has always been kinda weak cranking then maybe it is just bad.

I only browsed through this thread real quick.. i could be missing info. Maybe try putting truck in nut and try starting it. when i first got my cherokee i thought my starter was bad, give that a try
Automatic? May be your NSS. It's on the pax side of the transmission. You can check to see if it's crudded up by either holding the key in START while wiggling the shifter handle in Park, or shifting to Neutral and trying to crank.
Stick? There's a "clutch safety switch" atop the clutch pedal, may have gone bad (when mine failed, I just bypassed it - but I know better than to try to start the engine in gear anyhow...)
1990? Your starter motor relay is the goldish-coloured box behind the battery, in front of the other four plastic relays, and under the relay cover (if you still have it.) I don't recall how I ended up doing it, but I went through them like popcorn one summer and got tired of paying $40 a throw for them. Wired in a DIN relay to replace it (same as the other relays on the vehicle,) and stopped having trouble. If you want to make sure it's your starter motor relay, use a "bump switch" (big pressbutton switch with long, relatively heavy-gage clip leads) to try to crank the starter motor. Connect one clip to the large stud where the battery cable goes, and the other to where the small solenoid lead (from the starter motor relay) goes. Your starter should crank when you hit the button (I don't suggest beating on the starter motor - if you didn't need to, you're going to end up replacing the thing sooner or later anyhow. Impact isn't good for it...)
