Default squashed exhaust down pipe...normal?

After lifting my jeep the other weekend I had a closer look at my exhaust where I noticed just before the pre cat sensor it has been squashed in ( pipe down from the header)
Is this normal?

Factory.

Designed to slow down the exhaust to help the converters operate sooner.

Disguised as a method of clearing the front driveshaft.
