Spair tire nut/ bolt?
So i have a 1993 jeep cherokee
and I have been trying to find a tool or piece to hold my spair tire up in the back.
I cannot find one for the life of me.

this "bolt" goes into one of the two holes you mentioned and fed through the center hole of the wheel. the black piece is what holds it from the front when the wing nut is tightened down.
you could get a piece of threaded rod and bend it into an "L"shaped, stick a nut and washer on one end, feed it through the center of the wheel and use something larger than the center of the wheel for a wing nut to rest on when you tighten it down.

i have my spare 31 in the stock location. just held in with a couple bungee cords. works fine. need to change from bungees to a ratchet strap though. if you dont have to mounting thing just use something else.

I had the gray piece but, not the black piece when I got my 91 XJ. Same set up, though. It worked good until I needed a 32" spare. I scored an OEM rear tire carrier from an XJ in the local scrapyard for $25. That is where my spare is, now. Makes for much more room in the back for other stuff.

Just a flat 3/16" piece of scrap steel with a hole in the center will do just fine to hold the spare in it's stock location.
