Stupid question, but you put the fuel pump in the correct way, and there is gas in the tank, correct?

Did you look at the picture of the relay in the link I posted? Did you find the resistor?

Over on the driver's side inner fender near the air cleaner is an off-white ceramic looking resistor about 1/2" by 3" in size. Has a wire at each end. make sure the wires are TIGHT on the terminals and not loose. That's the fuel pump ballast resistor.

Go under the Jeep and check the ground circuit resistance on the black wire that plugs into your fuel pump module.

Pull every one of the 4 relays on your passenger side inner fender. Using a fine wire brush, polish up the tabs on each relay. Before re-installing the relays, spray out their receptacle with contact cleaner.

Ok so I cleaned and swapped relays and also cleaned and tightened connections on the ceramic resistor and still the problem continues !!!!!! As far as a vacum leak where should I start looking ? Any other ideas ? I will try other things that everyone has suggested I'm j. ust trying to get ideas because I'm limited on the time I have to work on it so I'd like to try as many things as I can while I have the time thanks again for everyone's help
