tcm fuse blows HELP!!!

What is this little connector with the little loop ty loop wire in it and why would they do that.....the little wire was broke so I put one of these jumper connectors on it....this is the wire that runs to that cruise control disengage switch with the vacuum line on it that little switch keeps blowing my fuse and I don't know why I just unhooked it cuz my cruise control do.t work anyway any ideas???? This is part of the wire connector to the tcm btw...
