slight bump felt in brake when released

On my 99 xj sport 4WD I am experiencing a slight bump felt in the brake pedal after i release the brake from a complete stop. There is no popping sound or anything like that so i don't suspect a u-joint issue. It does not happen at every stop and the 'bump' happens right after i release the brake pedal, before i go into forward motion, almost as if something on the rear brakes isn't releasing.
I am kind of leaning toward having the brake drums looked at on the rear because i've never had any work done to them. maybe new shoes, or spring/component in the brake? any thoughts?

I'm trying to imagine this bump you feel? Like a dead spot in the pedal? If so that could be your diaphragm booster.
