simple electrical issues

simple electrical issues
hey just have a few questions about my xj prob real simple to most.
two things are flaged on my dash
- PART TIME
- EMISS MAINT
I just got to jeep and its bin having electrical issues, but i kinda figured it would right from the start. Another thing that i havent had time to look over yet is this. On the dash the left turn siginal is always on (solid green) but if i actualy turn left, the blinker dosent work and the light on the dash stay the same probly a short somewhere or something "simple"
oh and all new bulbs all around.

Part time means it is in 4WD. If it isn't in 4WD and the light is on then the switch on the T case may be bad.
The turn signal issue may be a defective turn signal relay or the turn signal selection stalk (not sure what else to call it) may be bad.
The emissions maintenance it is a timer module located under the dash. Here is a thread about it.

The jeep is full of $#!*y wiring from the last guy who had it.
