So recently I rebuilt my 4.0 engine I did all new everything and that includes a new HB and power steering pump and pulley. Thing is both theses thing don’t line up anymore. When I first started the engine the belt skipped a rib on the HB leading me to believe the alignment was off. So I go to the power steering pulley and notice well this needs to be pushed in more so I have not the power steering pulley is lined up with the rest of the pulley but the belt still skips a rib on the HB. So I was thinking of backing the HB out 1/8 more than spec and that should solve it, but iv read that it should be installed all the way leaving only 1/8 of gab between the balancer and timing cover. And no way the HB face lines up with the other pulleys it’s way of now as is. Or is it the only face that never lines up with the others?
Your HB must be fitted entirely properly, there can be no compromise, they have the energy of a grenade
As you installed a new one, its entirely possible that is the problem, most likely to an incorrectly sized part, or possibly some installation error (sorry )
Things are so bad with aftermarket parts, that I almost always measure any new item very carefully against the old one, dont throw the old parts away unless they are utterly trashed, until the new ones have proven to work

You say all the pulleys line up right? How can you tell, must have amazing eye sight! It's only the new harmonic balancer out of alignment? Did you keep your old power steering pulley? Could be installation error or aftermarket parts slightly out of spec. Maybe try the old power steering pulley on the new pump. Also you need a new serpentine belt, I see frays in the picture. Did you tension the belt properly? If you twist the belt by hand it should rotate 90° from horizontal to vertical. If short of or past vertical it's tensioned incorrectly.

Also I did not just use my sight to see how they aligned I used a straight edge to make sure all the faces were flush and that’s when I found out that my PS pulley was sticking out about 1/4 and it was installed flush to the PS shaft. I read I was able to drive that pulley further in to align with the others so I did and the straight edge shows that it is now sitting flush. But now I’m still running in to the balancer being misaligned. It’s basically asking me to back it up 1/8 of an inch that’s what it wants. Do your balancers stick out away from your other pulleys or does it sit flush?

The face of the HB sticks out, yes. That doesn't matter. What matters is that the groves of HB line up with the groves of your other pulleys and the gap between HB and timing cover is in spec. Who knows if that part is an exact match to OEM.... Can you get your old one and compare..
Unfortunately i do not have any of my old parts tomorrow I'm going back out the HB so that the belt sits on each rib as it should. Only problem that scares me is that it will no longer be all the way flush to the shaft.
The PS pulley is the issue. Look at the wear mark on the tensioner pulley. Adjust the PS pulley so the belt aligns with the wear mark on the tensioner pulley. It doesn’t have to be off much to ruin a belt.

NO! Are you just going to leave the bolt loose or what? You seriously do not want that thing coming loose. You said you did a rebuild? Did you leave a thrust washer or oil slinger washer out underneath the timing cover? (Don't recall what it looks like underneath at the moment). Like Sirsyc0 said, I would suspect the PS pulley, as those aftermarket parts are poor quality.
I would put a long straight edge across the HB, and use a ruler to measure depth to the first rib and compare spacing to the other pulleys and idlers.
This is a photo of my 87. I recently replaced my pulley. You can see that the very edge if the pulley is exactly even with the timing mark indicator. Is the inner edge of your pulley in farther than the timing mark indicator? I can't quite tell from the angle of your photos. If it is, then it is probably in to far for some reason. If it is lined up perfectly, then some other component is out if line.
