Well i would start with jacking it up and removing the wheel. From there inspect the brakes, if all is good with them, I would start looking into the bearing, especially if the other side moves alright.
After checking all that if youre still stumped, pop the diff cover and take a look around in there.
My bet is by doing the steps above, you will find the problem!
When you find whats going on post back for info on the fix aspect...im sure you can be pointed in on how to fix whatever is wrong.

I had a similar situation on a junker I bought for parts. It turned out that the brake adjuster had "self-adjusted" somehow and locked up the wheel.
Try jacking it up and pop the little cover off for the adjuster and see if you can reverse it to loosen the brake.
Good luck, B.

Maybe I'm not being clear here. I can't remove the tire from the jeep. I took off lugs and it will not come off...

Ohhh well in that case put one lug about halfway back on, and beat on the bottom of the tire. Preferably with a few good kicks.
The lug will keep the tire from running off on you when it lets loose.
If you use something other than your foot, take care to not damage the rim or tire...
Keep spraying and beating. It will come off!

My buddy had a Mazda 2300 little pickup w a seized wheel. We beat the crap out of it w a mongo hammer.. heated it.. kicked it, wouldn't come off. I finally hooked a strap through his wheel to my truck & gave it a couple tugs.. popped right off. If you do this, make sure you don't take the lug nuts completely off, leave a few threads engaged.
