wire wheel its... i use a 6in wire wheel on my grinder... takes it all off fast... be careful and wear glasses for real... cause it spins fast and slings wires... BE CAREFUL!!! but it takes rust off real quick like... go to autozone and buy rust converter (into primer) afterwards and itll take care of the small stuff... then prime the whole thing and paint it.... primer is not a sealant and it still needs paint to not rust again... then herculine it or whatever after the primer dries...

or if you got a local guy he can sandblast it... if you tell them to do it whenever they already have the machine going and dont rush them if you bring cash it may only cost ya like 20 bucks... thats what i do with items i can pull off easily...

ive used everything from any autoparts store and herculiner is the best ive found... anything in a can sucks... dont buy it... theres other threads that debate over all the DIY liners but i got herculiner on all my stuff and i for one can say ive tested most store bout stuff... it costs more but thats why... it works... just prep right and follow the can... 2 coats... always...

Go online and search POR 15. I have'nt used it yet but a couple buddies swear it stops rust like nothing else. I'm just waiting for the budget to allow me to pick some up (it's not cheap) I'm going to try it on my diffs.

por15 gets damaged by UV, so you'd have to paint over it if it sees sunlight.
but yeah, hit it with a wire wheel or flap disc and paint it up. tremclad works great.

rust converter from autozone sprays on and the rust will actually turn to a grey primer color and if there is no rust it stays clear... so you can actually see it working... well looks like it works anyway... never had to tear something back down after painting it and using this to see if it works personally... i like it though...

I have some experience with POR-15, so far I love what it does.
From my personal experience:
It may be a good idea to try a bit of it on some piece of junk metal for experiment, this will give you a feel and you see the result before you actually paint the part on your truck. Try a bit of it on dirty rust, brushed rust, brushed and clean, brushed-cleaned and treated rust, clean metal, pre-pained surface, polished surface, slightly greasy surface etc....
If you don't have time or don't care experimenting, then I'd strongly recommend to actually carefully follow all the instructions given.
Also, even though you can get away without, but from my experience you 'd be better off if you metal-brush the rust first, get all the previous pain off (or at least sand it nicely). Then make sure using their MarineClean to spray and wash all the surfaces to be painted and then Treat the rust and metal with Metal-Ready. It all really makes a difference.
Having said that, I've painted some POR-15 right over untreated rust and it sticks on right on.
You can even paint it over rust'n'dirt ..and it still will stick and mask the mess pretty well, but most likely you'll be able to peal that "cover-coat" right off rather soon, if you do that.
POR-15 does not stick to oily stuff, does not stick to polished shiny things.
They have a so called starter kit, I had one of those too ..it's a small package: one small can of POR-15, a small container of Metal-Ready and a small conteiner of MarineClean, some brushes, gloves and it's $20 , I believe. I'd say it's enough for painting the bumper.
They have their own "Top Coat" paint too to paint over POR-15 if you worry about UV. As was mentioned, UF does not destry POR-15, but they say it will affect its color ...Also I have some pieces that are exposed, so far it looks just as it was, but I guess I have to wait and see how it goes over the time.
