Rubber ring seal inside oil filter housing?

Today I changed the oil and filter on my '99 XJ using Rotella T6 and a NAPA Gold filter. When I took off the old filter I found there was a loose rubber ring that came out with it. At first I thought it was the filter seal, but that was not the case. This seal was smaller in diameter and fits inside the inner circumference of the oil filter housing. Since it was already in there I put it back before installing the new filter.
The old AMC/Rambler six did not have anything like this - I just wanted to confirm, is that rubber seal supposed to be in there? (If so, fine, if not I can remove it easily enough.)

OK, thanks, I'll go in and remove that additional sealing ring tomorrow. I have no idea how it got in there, this vehicle is new to me and this is the first oil change I've done on it. It must have been running around with that in there since at least the last oil+filter change if not longer.
