this egr is obviously connected to itself and I know thats wrong
just looked up a new EGR(at $80 jeez) it seems that my egr is missing a part to it.

**edit

also let me say, i got the car this way this is my first xj.
only things i have done to it so far, go from closed to open cooling and
repair a hole in a hardline for the trans cooling lines where it was mounted underneath

It might go to the EGR solenoid on the inside fender near the air filter box

If your 89 is the same as the 90, what you're missing (and also missing in Cruiser's vacuum diagram) is the EGR transducer, a small plastic gizmo that is not mounted to anything, but is kept in place by the vacuum lines themselves. The only diagram that i can find is on the firewall, but I scanned this drawing in my FSM that shows the transducer and its location. After posting this I'll see if I can find a source for the part.

Well crap....I found 'em. Still carried by stealerships for over $100. http://www.factorychryslerparts.com/.../53004867.html

Go to a junk yard and grab one off a Renix era 4.0L.

For the transducer alone?

Well, by clicking on the link, then clicking on the link of the part on that page, it references both item #11 and item #18 in the parts blow-up, so the price might be for both the transducer and the valve. I hate parts definitions like the one shown on that website. Still, a junkyard is a good bet.

EDIT........

And in looking at more sources, it is definitely the entire assembly, transducer and valve, and $88 at one site. And can't find a source for the xducer alone.

I'm going to have to check -I don't think my '87 has one. Here's a pic from ebay

There's a good post (with diagram) on this topic on the Comanche Club forum:
