Removing shackle bolts

Removing shackle bolts
so after two days of lifting the front most of the rear and drilling 4 wheels studs out im stuck on one rear shackle bolt at the left top that goes into the frame. It came out to the end of the threads but it is seized onto the metal part of the bushing and is just spinning inside the rubber
so things tried already
-tried a six foot pry bar
-six foot pry bar while turning
-heat with six foot pry bar
-air hammer
-air hammer and pry bar
-air hammer,heat and pry bar finally gave up until tomorrow
now the next idea is to make the hole in the mount big enough to pull the bushing out with the bolt then weld a proper sized washer onto the mount to take out any slack that may happen
any other ideas will be appreciated

I had to cut the bolt between the bushing and the outer mount then a little prying and it dropped right out. Btw I had to use a hacksaw, the bolt is pretty hard and killed my battery twice. Good luck!

I used a combination of all of that. Clamp a set of vice grips onto the bolt and use a big long pry bar to try and pry the bolt out, I had to alternate between all of that. And it eventually came out.
You could also try and tighten the bolt back in in hopes that it will free up some rust in-between the bolt and the sleeve.
