That was my immediate thought but I didn't want to make the lame joke. 
On a good note, if your mechanic had parts left over then at least you can be confident he did the job correctly.
Seriously though, I have never seen anything under mine that looked like that. Maybe its sometype of aftermarket part installed by the PO and thats why you no longer need it.

You know, after looking closer at this part I see what it is... its not a spring perch. Its your horn fluid resivoir. Not sure why he removed this to do a lift. Its usually mounted right between your flux capacitor and your ejector seat module.
