Yeah if you leaf packs are flat replace em...One of the issues with doing shackle lifts on XJ's is the leaf packs are so worn out they go flat.. Proabably be better to go with the 2"-2.5" lift leaf packs..cost about the same and IMHO better then shackles..save the shackles for when you want to go bigger on the lift..

I would also consider bastard packs from an S10 or a Durango. They are cheap and quite easy to build with just a grinder.

Belto you can save by using the S10 setup and they are cheap in the J/Y at $40- $60 here. All you have to do is retain your master leaf and cut the eyes off the S10 springs and bolt it all together. You will need new Spring U bolts but that is it.

thanx Blue,, Ive seen a couple of how to's on that.. but when I mention it to my dad, he prefers me going a saver way, and he said he will help with the budget.. so I might go with the OME if that price includes both leafs..

Q. Does Quadratec ship orders to customers outside the USA?
A. Yes we do ship to customers outside the USA & Canada, but currently not through our website. Please call (800)745-5337 within USA or Canada and (610)701-3336 if you are outside the USA or Canada for details. Shipments to Canada the freight will be calculated at check-out. If there are aceptions to standard freight policy you will be contacted prior to order shipment. For orders from other regions please place your order online and you will be contacted with a shipping quote and the order will be held for customer approval.
www.4wd.com also ships overseas plus can get you the OME leaves as well.
OME has different spring rates for different vehicle setups. The medium load springs would probably fit you better. The Heavy load springs are for jeeps with alot of accessories back there, like heavy bumper, rack, hitch, large spare, lots of tools, etc. I have the Heavy Load springs (5RA) and they are a bit on the stiff side. They come with an overload leaf for towing:
Here's a pix of my Heavy Load Springs. Notice the overload spring, last one and arcs downwards:

Here's some more info:
CS034RA (medium 2.5") 5 leaves in pack, 148lbs/inch s.r. 230mm free height
CS034RB (light 2") 5 leaves in pack, 148lbs/inch s.r. 205mm free height
CS035RA (3" HD) 4 + 1 overload, 137/257lbs/in s.r. 235mm free height
CS035RB (2" HD) 4 + 1 overload, 137/257lbs/in s.r. 210mm free height
You will be satisfied with the OME leaves. They are great packs and ride really well. (unless you are like me with heavy packs and light ****)
If it matters, i got exactly 2" from my springs. These springs actually net what they say, not 1 or 2 inches more like most other springs.
