Could be that the Up Country package wasn't offered after '96. It consisted of hvy duty springs. The ones for the '97 at Rock Auto are listed as light duty but will fit 84-01 XJ's. So the Moog coils will fit your '97.
As far as shocks go I may use BPE's with my stock shocks:

The dormans aren't lifted springs. They just seem so because your old leafs were sagging. When I replaced mine with dorman I got about an inch but they soon settled

just getting around to this. did you use the $15 shackle or the $43?
Cant remember how much everything was but it wasn't bad.
