Rear drums bad problems
If it were me I would not worry about it at all. After a serious crash the state police would never impound the vehicles for investigation. I am fairly certain an incompetent "mechanic" would never be charged with gross negligence and prosecuted on criminal charges either. In closing the odds of having a multi-million dollar civil judgement periodically renewed for the rest of your life are not even worth considering.

Normally there's nothing wrong with simple, cheap fixes, I just don't like them when it comes to brakes or steering.
I'm hard pressed to come up with an exact reason this is a terrible idea, honestly- plenty of theories, but not much fact. That's because nobody wants to be the "test pilot" for brake modifications (for good reason, lol) and there's no long-term info on what might happen.
As I said- you may well never have a problem. But if you DO, it could be a really ugly problem. Nobody knows which it will be, and we don't want YOU to be the guy we point to next time someone asks why they shouldn't.
Sometimes it's better to theorize on a problem than be the proof it was a problem, no?
