Put in D, won't shift until heavier on gas

So on cold starts, or if it hasn't been driven in a few days, When I shift into drive, it sits until i give it gas. It's sometimes rough, sometimes smooth, but it doesn't want to start actually moving untill 2000 rpms or so. Any ideas?

your transmission fluid is good? anytime that happened on our xj, yj, or zj, its was a fluid level issue
