Default Is this probably a fuse or relay issue?

Considering buying a 94 XJ

Owner says wipers, signals, radio, and a/c stopped working at same time.

Any ideas?

check all the fuses, it is sure to be one or a few of those. or you have a short somewhere.

Could be a bad or burnt connection at the switched power wire at the ignition switch.
