Default Power steering loud shrieking.

Ive been in the process of installing my long block that i just got back from the machine shop.
The power steering pump was unbolted when i took the engine out. I unhooked the return line at one point during removal. So it has sat for about 3 months with no fluid in it. I put PS fluid in it and hoped for the best.
Im having trouble getting the jeep to start and stay running with the belt on and the power steering pump whining extreamly loud. The pulley turns freely when the belt is off though.
With the serpentine belt off. i only ran it for a second. But, it ran fine at a steady 2000 rpms and no shrieking.
Its like the power steering pump is putting drag on my motor and makes it hard for me to keep it going by feathering the throttle as the power steering pump is screaming at me.
I got a new PS pump and pulley to install tomorrow. What the hell is that power steering pump doing?

You sure it isn't something else driven by the belt that's creating the drag?
PS pump is probably airlocked. Fill, turn lock to lock several times, refill...

Im pretty sure that the shrieking is coming from the drivers side. I had someone out front of the jeep listening. He thought it was on that side too.
I replaced the tensener pulley just to make sure it wasn't that. All the other pulleys seems to turn easily. But, so does the power steering pulley.

I plan on installing the new Power steering pump and pulley today. Is it possible to get the air out of the power steering line by turning the wheels without the engine running?
I still haven't got this freshly built motor to run for me for a solid 2 minutes. Because of that really loud Shriek and motor drag associated with some pulley orientated device and also having trouble starting. I need to let this thing run for a solid ten minutes without problems.

On a interesting side note. I just went out to look some more at everything.
I discovered that the 3 bolts on the tensener bracket were finger tight.

Well maybe my buddy loosened them when he unbolted the PS pump.

ok he didnt loosen those tensener pulley bracket bolts. Those bolts were barely finger tight. Seems like i just got all the bolts started and never tightened them.

If you could find some way to power the pump, sure. It has to be operating to bleed the system.
