POR-15?

I have some rusty floors in my cargo area that I want to treat with something before I lay down bedliner. There are some areas that are pretty pitted and heavily rusted so I want to seal the metal and stop moisture from getting to it so it does not rust any further. I've heard good things about POR-15 so that's what I'm looking into, but I'm a little confused as to what needs to be done for prep.
Do I really need to use the Marine Clean & Metal Ready before I lay down the POR 15 on rusty metal? Or are those really only necessary for using the product on bare metal? I only plan to use it on the rusty areas, since I will be going over everything with bedliner, the areas where the original paint is in good shape will just need a scuffing. I've read the label on the can and read POR 15's website as well and I'm still confused as to whether I need to use the other 2 products or not.

If it is just surface rust the POR 15 can go right on top. But if not you need to get rid of the loose rust. If the floor is rotted through in an area it really needs to be repaired.

I actually called them up and they confirmed that the POR 15 can go straight on top of rust, but they recommended using the prep products first to make sure the surface is clean of any dirt, grease etc that might interfere with the bond, just like you would normally do before applying a paint product. Makes sense to me, I'm gonna play it safe and do all the prep since it is going on a floorpan and I'm sure the surface is pretty grungy. Hope it turns out nice, I'll update this thread once I lay it down and let you guys know how it works out.

Where are you getting it at? The only place Ive seen it, its like $180 a gallon. There is another product out there, supposedly the same thing, and my buddy used it on his truck and it looks awesome.....for $80 a gallon.
