You can call your local inspection station and ask them about the passing with the non functional items. Local laws vary, but here in the People's Republic of MA, I think they are concerned more with the plug in results than the instrumentation.

Just for kicks, did you swap back in the old PCM to confirm?

If it's functional with the old and not with the new, it's pretty clear that there's something wrong with the unit. Can you return it and get a different one?

Called a few and can't seem to get a clear answer, alot of..."up to the inspector"...bs. Taking it up there today, it already failed once so it's free to try again but we're up against the time limit.

Yes we put the old PCM back in, gauges came back to life perfectly, but of course the two 'automatic' transmission CEL codes come back. Seems clear the 'new' PCM has an issue, going to try for the inspection with it anyway then process a return / replacement.
