There is no such thing as a 'passing gear'. There is no special gear in the transmission that goes, "Oh, Hey! I'm passing! Wheee!" and jumps into use.

Instead, what you have is the transmission kicking down a gear or two. So if you are in 4th and go to pass, it may go to 3rd or even 2nd depending on what the kickdown cable position is.

You should be able to adjust it somewhat by fiddling with the adustment on the kickdown cable, which hooks to the throttle body. There should be two cables run to it, one from the throttle pedal, the other runs to the transmission and controls the kickdown (at least, on my '93. May be different for newer models).

I adjusted my TV cable and now the Jeep has a whole different personality with better shift quality.
