p1389 No ASD output voltage. I think the relay is good and it has a new CPS

2001 XJ
auto 4x4
P1389 DTC
no start
New CPS
New Alternator. before shut down it had no voltage

No Bus 1694 its not the CPS. Need to Jump ASD relay to start.
