Also my check engine light doesn't work, it doesn't do test mode when the key is turned to accessories or even in the factory test mode. I replaced the bulb and nothing still.

Here is my emissions sticker off my XJ.
I am from Minnesota and my jeep was sold new at a dealership in Edina Minnesota. My Jeep looks like the California emissions figure from above as my Jeep has two cats in the exhaust manifold but mine only has two 02 sensors in the rear bank of the pipes. One 02 is above the rear cat and the other is below the rear cat only. There is no plug in for a 02 sensor in-between the rear cat and muffler and it doesn't look like its ever had one.

Yes that's the California emissions package. There are 4 O2s, upstream and downstream of each cat in the exhaust manifold. So you're saying that the forward cat doesn't have any O2 sensors around it?
No the front cat does not have any 02 sensors in the manifold.

You'll be wanting to install some O2 sensors
So there are supposed to be four in the 2001 exhaust manifold? I've looked twice and there are no areas in the front cat with 02 bungs. How would I go about installing 02 sensors when there is no wiring for them?

EDIT: If your 2001 was built in 2000 you may have the 2000 exhaust system, i.e., two cats, and only two O2S's.
Check the OEM Model/Part number on your PCM...
The 2001 PCM model/part number for 2001 should be 56041 801AA, for both Federal and California Emissions.
The 2000 PCM model/part number for Federal Emsissions is 56041 634AE, and for California Emsissions, 56041 635AE
The 2000 exhaust system had two O2S's and the 2001 had four O2S's.
If your 2001 XJ was built in 2000 there's a possibility it was configured as a 2000 Federal Emissions but as a rule the California Emissions label was placed on your firewall because it was a 2001 model year XJ.
If your front Cat doesn't have upstream and downstream O2S's it may be a normal configuration; provided, however, you have a Federal Emsissions is 56041 634AE PCM.
