Overheating issue...tried everything.

Overheating issue...tried everything.
1989 Jeep Cherokee base 4X4 6 cyl
Okay so my Jeep currently runs at 215 when moving and 220 or more at a light. When I shut the damn thing off the temperature climbs and the coolant spills from the tank. We wired the electric fan to a switch to cool the engine when it starts to get hot but it doesn't help, neither does turning on the heater.
Here is what has been done so far:
New 180 degree thermostat (holes drilled at 6 and 12 o clock positions)
New water pump
New mechanical fan clutch
New two row radiator
New coolant recovery tank and cap
New belt (with correct tension)
New Lower radiator hose (upper hose is fine)
Burped cooling system (several times)
We've put a lot of time into researching the problem and have tried every idea we've come across so far but nothing has worked.
It's hard to live in the desert and not have a decent running Jeep. Please help us before we go insane!

Ignition timing correct, what is the condition of the cooling passges in the block & head?
ETA: refering to it as "damn thing", POS, or the like probably causes more harm than good.

In reference to your response. The timing is not adjustable... The condition of the inside of the head is marginal but a cooling system flush was just performed. I have not tried flushing the heater core specifically. is there a way to focus on the heater core since it's all we haven't tried? Or is there any other way i can more efficiently flush the head?

And the head yes there is a solution. U can use to mix with water so it. Loosens the rustu probably. Got a clog in your core. From rust

It is a 2 core radiator and i flushed the system with prestone cooling system flush iirc. I'll have to try to flush the heater core. The electric fan comes on at around 218 and seems to cool it some but not to anywhere near 180 whether it's 80 or 110 outside. I was entertaining the thought of installing the ford taurus fan in lieu of the mechanical. Anyone know the amp pull of the taurus vs. stock?

And what came out of the radiator when i flushed it was not very dirty but i wonder if it got to the heater core due to the fact that i think my heater valve may not be working. not sure, my dad mentioned it.

Take both lines to corn plumbing. Balloon on waterhose. Bypass. The heater temporary. Turn water Jeep and heat on there's ur cupcake if it leaks into the cap ur clogged beyond. Repair. I've done it. 6 times to different. Vehicles. Nasty nasty nasty brown red boogers came out

Balloon on water hose? huh? Forgive me for being a little slow i am not very familiar with the heater core and the way to bypass it and what not. could you break it down any further. I really appreciate the help.

I don't see how a dirty heater core is gonna cause overheating.
Cooling system wasn't that dirty, right?
How about a failed thermostat? I use only the factory stat anymore after 3 repeated failures of Stant stats. Part number 83501426.
Another thing is that the system needs to hold pressure. The chinese crap replacement caps for the bottle fail miserably. Use only a 703-1396 cap from Napa. It fits better.
