Try swapping in a known good relay before you spend money on anything.

Or does the fp get run off of something else until the motor starts, and then put on relayed power?

Fuel pressure, as mentioned
pickup line bad (inside the tank)
bad pump

turn the key on, wait a few seconds, turn it off wait a few seconds, repeat two more times (for a total of 3 times) On the third try, try starting the jeep. Tell us if it starts.

Sometimes the fuel pickup line gets a crack in it or even falls off.

Either way, you have to pull the pump out.
ya no pressure, well a little but not what 40psi would do. so im gonna pull the pump tomoro and look at it. cuz the lighting in my shop SUCKS. especially if im under the jeep. do u think a relay could cause it??? like ^ said. but i think if it was a bad relay it wouldnt make any noise when i turn the key....

I guess it wouldnt hurt. Maybe bad contacts in the relay not letting enough current through.
Easy test at least.

no, hes saying to take out the fuel pump relay (ill look in the FSM real quick and tell you what one it is) and switch it for another one and see if it fixes your problem.
does your AC work?

im not sure if the AC works. never had to use it. i live in the rocky mountains at 7522 so if i get warm i just roll the window down. how would that effect fuel pressure?

Im assuming your aux fan works...

Relay center under the hood, passengers side

ya but it would only do it like once every 20 tries. maybe it was just a last "umph" from the pump.
