Oil on lower Rad Hose

Went to look at a 99 2.5TD Sport yesterday with the view of buying it as my first Jeep (ever).Overall in good condition with some service history but look tidy and sound good (for a Diesel!).
However the only thing I was a bit concerned about was evidence of oil on the lower radiator hose, the source of the oil seemed to be the Turbo is this OK/common?
The trader said it was due to the Jeep not being driven for 3 weeks and only started when buyers asked.
I would like to buy this one as everything else seems to be in top order and worth the £1800 ($2880) cash price.

It could have been an inlet line leaking,That can be fixed pretty easy.
I would be concerned If it is smoking from the exhaust? If it is leaking inside the turbo you will have smoke,that would be my concern the rest can be fixed without replacing the turbo.
Turbos leaking inside and the bearings going out is common,a turbo needs to cool down for a couple of minutes before you shut off the motor.

The exhaust was not smoking usual start up smoke and condensation then nice and clean so no Turbo issue.

I do not have a pic on hand,it should be easy to see if it is the inlet or return,there should not be any oil on the lines or turbo.
Some advise go on line and read about turbos before you go back,it will help alot.
