My XJ has the wiring harness behind the dash for the OE Fog Light Switch (but did not have the switch). It has the receiver for the relay in the PDC. It does not appear to have the harness for the lights themselves under the front bumper.
I installed a fog light switch (brand new) and a relay in the PDC but when I flip the switch it does not illuminate. Is there something I'm missing (a fuse?) somewhere to get power to the switch (and presumably out to the relay in the PDC)?
After that gets sorted -- what do I need to get power from the PDC to lights under the bumper? Were the fog lights in the same harness as the headlights from the factory? Could I get a junkyard headlight harness (with fogs) and plug and play?
Any suggestions welcome -- trying to get a stock (as possible) fog light set up and it seems like my XJ is 2/3rds of the way there out of the factory.

First. In the PDC there are 2 relays for when an XJ has fog lights.
Usually when a XJ does not have fog lights from the factory there are no relays or terminals in the slots for the two relays in the PDC.
But I understand that is not always the case.
So you are saying that you have terminals in the slots for those 2 relays?
I think there is a fuse in the PDC for the fogs too but not sure about that.
The connectors for factory fog lights are part of the headlight harness.
When an XJ does have factory fogs.
When you say illuminate do you mean the little green light does not go on?
Are you sure the fog light connectors are not there?
I put fog lights in my XJ that did not come with them.
Did a little write up.
No terminals in the relay slots for the fog lights and no connectors under my bumper.
So for the most part they are wired like aftermarket ones would be.
Confirm some things for me and we shall see where we can go from there.

I'm 90% sure -- I couldn't find any connectors under there. I'm going to replace the radiator in about a month and was planning on doing a super deep dive then looking for them.

Was asking if you were sure that there were terminals in those slots for the 2 relays.
Factory fog lights will not work when the high beams are on.
I think that is what the second relay is for but not sure.

I want to say that one of the mini fuses in the PDC is for the fogs.
This is from an '01 supposedly.
Problem is I think the PDC layouts in '00's and '01's are different then the '97 to '99.
but not sure.
So do you have a fuse in that slot?
If not are there terminals in that slot?
Also remember the switch could just be bad. It happens.

They should not be that hard to find so I am guessing you don't have them.
Now if you were to put a headlight harness that had fogs in would you be good?
So see the connector I circled?
I have to figure that one or more of the terminals in one or both of the fog light relays are wired to that point.
You sure you have terminals in the slots of both fog light relays positions?
If so I would get my meter out and check for continuity.
If you find it I am guessing that you could maybe use a headlight harness with fog light connectors.
But what I would not know how to check is if there is power and ground to the relays.
Also you would have to check continuity from the switch to the relay I guess.

Well maybe the second relay for the fogs is not necessary.
That is one thing I learned about putting the factory fogs in my '00.
The orange wire in the connector behind the blank is for the illumination of the switch.
The symbol lights up when you turn on the headlights.
That and the black, ground, is hooked up.
Which was so cool for going for the factory look.
So first see if the purple wire has power with your meter.
That is the 12 volt run source for the switch
Also might want to see if the blue wire has continuity with at least one of the terminals for the
one fog light relay you do have terminals in the slots for.
That is what would trigger the relay.
