nps trouble!

Model: Cherokee
Engine: 4.0 HO
nps trouble!
So my 1996 xj wouldn't pass deq cuz of the nps code, so i cleaned it and reinstalled it but I still don't think its working cuz it starts in gear. My buddies xj won't start if its unplugged but mine will.... What else could it be? Thanks for any help guys.
