If the starter is just buzzing or clicking, it's probably the starter. Just tap it a few times with a hammer and see if it will turn the engine over. If the starter isn't doing anything if could be a Neutral Safety Switch or something like that. Maybe the Auto Shutdown Relay under the hood in the fuse box. A little more info on your vehicle may help figure out this problem. I'm just throwing out some ideas, but if it turns over, but doesn't start, check to see if you're getting spark.

When he said "tap," he meant it.... LIGHTLY... You can always pull the starter and bring it into an Autozone or Murry's (O'riely), Pep Boys, etc and have them put it on a checker to see if it's working/drawing enough or too much amperage, etc.
They'll also check your sylenoid in the process. Could even be the connections...
The Battery negative to ground seems to be a common one. If it's poor but intact, sometimes enough juice will get through to run stuff to look like it will start, but when under a load, it loses it. You can hook a jumper cable to the negative terminal on your battery, then hook it to a known ground source. (engine/sidewall) Turn it over and see what you get. Also, when you remove the starter, pay attention to the connections. You might find your problem there.
