You do not have a 2004 XJ. They were only made until 2001. Please verify what kind of vehicle you have, and post in the correct section.
You may have a GRAND Cherokee, which is not the same thing as a Cherokee.

OP's profile doesn't say where he is.
XJ production ceased in USA, Venezuela and Egypt in 2001 and 2014 in China. He could have a China built Cherokee, a Grand Cherokee, screwed up registration, made a mistake typing in the year or model designator.

It could still be a Cherokee, granted not an XJ. Over in the UK the KJ is still called a Cherokee, and I think in the States it's a Liberty?
To the OP, if you have checked all of your fuses are good it could be the switch, connectors, relays, broken wire. I'm only guessing as I know absolutely nothing specific about a 2004 Jeep of any kind.
