Since you tested with a known good sensor and still had an erratic signal in your scope, it's not the sensor or its wiring (attached on the sensor itself) I'd say.
Other thing to check to ensure: engine to bellhousing bolts. Mentioned in other thread on this, forgot who mentioned this (lawsoncl?). This could cause "cps" symptoms as well, just by getting the wheel 'out of line' and misaligned with the sensor.
And another thought is to check teeth on the wheel are intact. Most likely are.

Issue resolved. In the 20 years ive worked on Jeeps, Ive never run into this issue tho ive been told of its existence. This XJ will only run with a MOPAR crank sensor. Lesson learned, and I will never use anything else again.
