As far as i remember, yes when the brake pedal goes hard you have a booster problem. And when this happens, you cant fix it, needs to be replaced.

not sure if its the same but while your doing this you might want to upgrade your master cylinder as well.. You get better breaking with the swap.. Ima look for the thread about the master cylinder upgrade as well as if the boosters are interchangable.
Thats what i was referring to about the master cylinder dual diaphragm.. Post below me

IIRC you can bolt up to a 94' year...I think... 95+ got a dual diaphram, which if you have the time(free day) go this route tons of writeups on this(use a 95-96). 97+ you have to swap the pedal assembly.
I switched to a dual diaphram and used all remaned parts(master cyl. booster, etc.) for about $200

in a salvage yard near were I work there is a '98 so I could take all the assembly with the pedal and it would give me better braking

You might have to get creative on routing the lines from the proportioning valve to the MC. I installed a 96 MC and the outlets are on the opposite side, so the lines went under the MC to the outlets. Also you may need bubble flare adapters that go to standard 3/16" flares. Metric flares on a bubble flare will fit and seal when not being used, but when you get romper stomper on the wide pedal, they'll leak. I'm not sure on a 98 though, but your local parts house will have everything to make it work. Grab the brake light switch too, you'll need that. Tons of write ups on doing are out there. Good luck!

Never take a guess, ull end up diggin yourself and your pocket a bigger hole to rest in.. Im not sure about the answer you need but ive never really seen a electrical booster... there is an electrical connection on the MC but i think that would be for ABS.. again im not sure about your situation other than upgrading to the dual diaphram MC. Keep asking around.. also use google..
