No light, no code, throttling (?) issue - not TPS
First, sorry if some of my terminology isn't the best, I'm not a big car guy.
So I've got an older Jeep, 99 4.0L 6 cylinder 2wd, with about 170k miles. Recently,
I've noticed that when I start to drive, though I'm pressing on the accelerator, my car will not accelerate as it should. The engine isn't stalling out or dying because usually a second later it kicks back into gear and I'm accelerating again. However, it keeps doing that back and forth thing for a while, but usually stops after I've been driving for 10 minutes or so. I'm not sure if it's really helping or a placebo, but it seems to help if I take my foot off the gas then put it back on.
This isn't the first similar issue I've had (even recently). About three years ago I had to replace the TPS and a month ago I had the CPS replaced. These problems seemed similar to when I replaced my TPS so I already tried that but it didn't help. Again, I'm not getting any check engine light or normal codes (it might have shadow codes but I don't have a reader that can detect those) and it's kinda hard to google my issue.
If anyone has any advice or anything I'd love to hear it.

-also my car didn't pass inspection because the tech said I had to replace my front left wheel bearing and he quoted the "part" at $600. I'm not sure if he meant the part or labor too but it seems like the part is only around $70-100. Anyone think he was talking about a different part maybe or is the labor expensive because it's a ***** to replace?
