Sounds like the rod that controls the ignition switch or the ignition switch itself.

So I have gone over the wiring prints, sadly the computer will not let me load them. Back of the radio C2 connector pin 7-pink wire is hot all the time. Maybe battery power for memory. Pin 6 is red/white 12v from ignition switch in either run or acc. That switching happens internal to the ignition switch. That same power wire off the ign sw(black/white) also powers the right and left front door power locks switches in the doors themselves, the windshield wiper washer switch and the front wiper motor. These should all work in acc and run. If only the radio and none of the other things are dead in run then someone has rewired the radio power wire. I will try to find a way to download diagrams

So my 01 is slightly different from your 97. My door lock buttons work with no key at all. Radio comes on in acc and run. Wipers work in acc and run. Radio buttons light up with no key but light switch pulled to any mode but radio is dark. A lot more stuff works in run but goes thru other circuits than the radio and wipers. If your wipers work in run but not radio, but both work in acc...someone has rewired your radio power thru the run leg somewhere? For unknown reasons

Minor error in reading the prints...when I stated left/right front door locks.......it was left/right front WINDOW locks

When you say ignition switch. Do you mean the keyed tumbler or the actual switch under the dash. I apologize if I am not using the correct terminology. Thank you.

The actual electric switch. Dont know where it is on a 97. On my 01, the key tumbler directly activates the electric switch. They are bolted together and in the steering column. If the wipers work in acc and run...the internal switch has made and the radio runs off that same wire. Ok, i see you have modified your issues. The cigar lighter is also on that wire. Well the print said Cigar lighter relay, so I wasn't sure if that would actually make lighter work. Since it works in acc, the output wire is intact and it is the internal switching that is bad. If your blower works in run, then the linkage or driver to the switch is probably functioning normal and its just a bad electrical component but you will have to physically get to it and play around and activate manually to verify the issue. Into start is spring loaded and then it releases back into run on mine and i can activate manually with a screwdriver if i remove the actual electric switch from the tumbler mechanism. Again, don't know how a 97 physically operates
