1990 XJ Laredo, I just got it today and the gauge cluster doesn't light up, along with the shifter lights. Could it be the dimmer switch?

Dome lights work. I found the bad circuit. The dimmer sounds rough though. My 89 turns smoothly where this one kinda sticks and grinds. I watched the fuse blow as I turned the headlights on

check your tail lights
I mean watch out. I got a very ugly ticket one night after noticing my gauge lights were out that morning. Same fuse...

I don't remember..it's bigger than 5 amps though. Just something to watch. The dash lights and the tail lights are for sure on the same fuse. I think I blew it with my trailer days before. I got "DUI'd" over that!
