Default New PS pump super noisy

Hey All, the Jeeps giving me a hard time this week. The power steering pump bearing burned out so I got a replacement pump w/ reservoir from NAPA and took it to a shop to have them install which they did. The new pump is SUPER noisy when I turn the wheel, it's like a whale moaning and I can also feel vibrations in the steering wheel when it's making the noise. It sounds and feels like I'm hurting the new pump. I'm sure they topped it off with fluid but I'm not sure they flushed the whole system and I'm not taking it back to them. I'll be working it on myself this weekend putting a new water pump in because the water pump pulley also has lots of play and the bad water pump pulley is causing the belt to ride too far up on the flat pulleys. Here are my theories:

-It's being caused by the belt not being properly aligned
-It's need a flush (seems like an extreme amount of noise for that though)
-The pump from NAPA is just plain defective

What do you all think?

Edit: Just checked the fluid level in the reservoir and it's about an inch low

Make sure it has enough fluid and properly bleed the air out of the pump. Any good shop should've bled the pump and tested it before returning it to you. I'd be getting a refund.

Dealing with that possible PS pump crap myself....but on another point you made.... If you're doing the waterpump replacement don't forget to do a new correct T-stat and new housing while you're at it.
