well for everyone that has given me suggestions on what it could possibly be i have some good news ((and thank you again everyone for all the helpful suggestions)). i took my Jeep to Wyoming Valley Motors ((and for anyone that lives in NEPA i suggest you take it there if you're having vehicle issues. its worth the $80)) and they gave me a complete thing on what could be causing my Jeep to behave the way it is.

"CHECKED VEHICLE FOR ROUGH IDLE NO CODES OTHER THAN FOR NEUTRAL SAFETY SWITCH STUCK, VEHICLE HAS NO BACK UP LIGHTS AND WILL START IN GEAR. REMOVED THROTTLE BODY CHECKED IS CLEAN AND HAS NEW IAC AND TPS. VEHICLE HAS CRACKED EXHAUST MANIFOLD, ALSO HAS CRACKED CAT CONVERTER WHERE DOWNSTREAM O2 SENSOR IS MOUNTED, WOULD NEED TO CAT CONVERTER AND O2 SENSORS. RECOMMEND NEW IGNITION COIL DUE TO AGE DO NOT HAVE WAY TO CHECK OUTPUT OF COIL. CHECKED FUEL PRESSURE OK 50 PSI TOOK FUEL SAMPLE DID NOT SEE ANY DEBRIS IN FUEL. NEUTRAL SAFETY/REVERSE LIGHT SWITCH SHOULD BE CHANGED. ENGINE OIL PRESSURE IS ALSO LEAKING AND ONLY SHOWS 7 PSI ON SCAN TOOL, PRESSURE READING IS STUCK AT PSI WOULD NEED NEW OIL SENDING UNIT"

so pretty much we figured out that that would probably be the most likely suspect in what is causing my Jeep to pull these shenanigans. i hope this helped you guys out a least a little bit

the downstream o2 sensor doesnt have any effect on the way the engine runs.. the upstream sensor is the one that adjusts a/f ratio.. still, maybe the cracked manifold is causing it.

I think if you would have used the stethoscope method you would have found that crack in the manifold quickly and saved much time and a little money.

I myself used it the other day but I don't have any leaks on mine.

we think the cracked manifold is causing it and i'd rather pay the money and know exactly what all is wrong instead of us scratching our heads replacing parts i don't need yet trying to figure out a solution lol but you have a point

here's a writeup for cleaning that Neutral Safety Switch - no need to replace it (it's VERY expensive)
