Default New here and need some help bad

I know its not a cherokee but cant find help anywhere else!!!
Ok well I have a 2004 wrangler se, its a 4 cyl auto trans. I am having a wierd issue with the fuel system. When ever the tank gets below half full/empty it will start to stall when only making right hand turns
Also the smell of fuel is present at all times, very much so when I fill up.

....I am thinking to go the fuel pump route, but any ideas?

Have not replaced the fuel cap yet....also
I have checked the filler hose and its fine all fuel lines upfront are good, the leak is near the gas tank itself, also I filled it up one time until the handle clicked and it spit fuel all over the rear from the tank.

lol also there is a beeping noise that comes I think from the evap charcol canister when I start it cold????
