Neutral Safety Switch (NSS) won't come off.

allegedly this will prevent my jeep from shifting into 4th? I drove it on the highway yesterday and didn't notice engine speed higher than usual, i'll have to count the shifts today. In 4th at 60 where's the engine rpm usually sit?
