Need serious wiring help please

I started a thread the other day about the way the PO wired stuff but I have been digging a little more.
First thing I will state is that the inside AC/heat/defrost fan is wired so that it will run when the ignition is off. PO stated that he wired it that way as he couldn't figure out how to run the AC any other way.
I went in to replace a cig lighter outlet and found this mess:

I took the instrument cluster out today and took a close look at the fuse box and pretty much just found much more of a mess.
I tried to trace down the red wire
It comes down into the fuse box and hooks in with this mess [multiple splices but the red/yellow wired and all these parts are attached]. Can't explain why or what to do about it. The other end hooks into a set of black w/brown stripe wires that connect to the top of the AC/Heat/Vent/Defrost panel in the dash under the radio. This is the power that the PO used to run any air etc.

I have no idea where the A/C blower fan switch should be run but I know it isn't into my fuse box. Any thoughts???
The second issue was the way the radio is hooked up through the cig lighter outlet. Power comes from the fuse box [mostly the yellow highlighted stuff ] but there is also a melted fuse

and several other pieces of wire that seem to lead to nothing , one into the trim to head off to who know where?


That is one of the light blue wires that runs into the back of the lighter and then up into the harness for the radio.


Last question has to do with two groups of wires behind the dash of my 91.
Any idea what this goes to? It was sitting behind the dash behind the spot where a clock would go but is not long enough to reach there.
Wires are white with green stripe, black with red, yellow with red and blue with white.

There was also this set wrapped in the same part of the harness as the lighter stuff. Only three wires; orange with black and two black wires running to the clip.


Trying to sort this mess out. I do not want to disconnect all and start over. Trying to keep heat & Defrost running and am dealing with simply remembering to shut fan off inside the car but would eventually like to get things wire right.
Any help or way to approach would be great.
I know Bill [other thread] stated to start testing things but almost everything has power....what I need is how to get it fixed right.

in the red circle is where blower motor fuse should go it appears to be missing a clip hes taken the power supply and by passed the factory wiring and direct feed it i would of connected to the wire in back of fuse box where clips missing to factory blower circut....http://carfuseboxdiagram.com/1990-je...e-box-diagram/

Just my opinion but the only real solution is to disconnect the battery remove the engineered wiring & start over. I noticed your pic where apparently the fuse finally blew after melting the wire, scary. I can believe it would be no fun having to call 911 because your Jeep is burning in the driveway @ 3:00a.m.
