Need quick help on headliner install

I am replacing the headliner (thought I was) in a 96 sport. This has a fiberglass soft shell. Once removed, I started brushing off the old foam but the liner under the foam was coming off too, so it was failing as well. I tried a small section of the new headliner materiial with the exposed fiberglass using 3M 90. No stick at all. It appears the fiberglass just soaks it.
Question: Couldn't I convert this to a harder shell by using fiberglass resin/epoxy? Same kind stuff you'd use for a canoe patch? Just mix up several medium batches and paint it on, let it cure and then use the 3M 90 on that to glue the new material on?
I've got everything removed now and would like to get this done by tonight.
