I've wanted a pressure tester to check my engine compression for my 90 xj as well as to use for other engines also. Is this harbor freight a deacent buy?
Compression Test Kit 8 Pc
Pittsburgh Automotive - Item#69885

Not looking to spend more than 30-40 bucks and this is fairly priced, being 25$

Would a leak down tester be better? or should both be utilized and purchased?

You need a compressed air source for a leak down test, as well you can borrow a compression test kit from Vatozone for free.

Even though you can borrow either from Autozone, they are not that expensive to buy and handy tools to have to diagnose engine problems. The HF ones will do the job and in my opinion it is worth owning a set if you work on your own high mileage cars. My compression tester is just a cheap Princess Auto, Canadian version of HF, and my leakdown tester is a nicer Napa unit I received for Christmas last year. I actually take them and a small 12v compressor with me when looking at private sales used cars. If the person wont let me test them I walk away.
