Need help with a "sound"

very electrical sounding coming from the panel next to the steering wheel. if i put my hand on the panel while its making the noise i can "feel it". only happens while driving. any ideas?

I'm sorry but that's hard for me to hear on my computer. It just sounds like wind on a microphone. What year xj? What options do you have? When did this start? Air conditioning on?

yea, that "wind in a microphone" sound is the actual sound. it almost sounds like some SERIOUS arcing but i cant find any burnt wires or anything up there

98 cherokee ltd select track, no a/c on, air not on. starts somewhat randomly. noticing it starting when i make slow lefts but not all the time and not limited to slow lefts. sometimes it just starts. sometimes im not even moving/in gear. its definitely not mechanical

Honestly if my jeep made that sound and I thought it was an electrical issue I would tear it apart trying to find any sign of heat or anything. My jeep is an 88 though and I don't know if you have something electrical in there that I most likely dont have. I didnt pay attention on the video but are the newer xjs headlight switch there? Probably not but just a thought.

Reach up underneath there; there is a relay center. One of those relays are a cylindrical shape. That's the culprit! What it does? I don't know. Mine does it too. I just left it be.
