Sorry..I should probably say that in a nice way. I am not trying to say your dumb, but this is what did. Every other car I had owned had the kind that you pull towards you to bright and then again to dim. It took me a few to figure out that my jeep was not that way and that I had to push it forwards.

Hazards - try the relay, should be under your left shin when sitting in driver's seat.

check all of your relays, you can swap them for a known good one, relays aren't that expensive, after that I'd check your multifunction switch (high beam/turn signal lever), I haven't checked a wiring diagram, but if I'd be willing to bet that it runs through the multifunction switch before hitting the flasher relay (which itself should be good if your turn signals work) and heading on to the lights themselves... If you feel ambitious you can try pulling the switch and using a multimeter to check the switch to make sure it's working right... Good luck

The high beam switch on a 94 XJ is mounted lower on the column and is actuated by a rod that runs up to the lever.

It would be nice if you had a voltmeter to check everything instead of just replacing parts that might be fine. voltmeters can be expensive but they pay for themselves after not too long. (if you know how to use it properly)
