Check valve. You need to rebuild pressure before starting. On the 99 you cannot add an external check valve. I have a 00 and have been turning my key 3 times for about a year. Has never failed me. To my knowledge you can do this forever until it drives you crazy or you replace the pump. I saved my money and just turn the key.
